                   Chad M. Stiles - Training Coordinator

Chad has been a full time Police Officer with a major metropolitan  agency
since 2002. He currently is also a CPR, First Responder and TCCC instructor
for police recruits, in-service, and civilian staff. Chad has also worked with the
New Berlin Fire Department since 1999 and currently holds the rank of
Lieutenant/Paramedic. He has also worked as an Emergency Department
Technician-Paramedic at ProHealth Care's Waukesha Memorial Hospital
since November 2008, and worked as an Emergency Department Technician
at St. Joseph's  Hospital-Milwaukee from 1998 to 2002. He is an associate
CPR instructor for Advanced Professional Healthcare Education, an associate
TEMS instructor, Waukesha Area Technical College. He  holds two Associate’s
Degrees from Milwaukee Area Technical College in Police and Fire Science,
and a third for Paramedic Technician from Waukesha Area Technical College.  
He is a Nationally Registered Paramedic and is certified in PHTLS, ACLS,
PALS, and PEPP. He has received training in TEMS (SWAT medicine), HAZMAT
and Terrorism Incident Management and is a HAZMAT Technician.
                                                       Chris Cook - Senior Consultant

Chris began his career in the US Army National Guard in 1987 as a Communications Security Specialist.  
Chris continued his military careerin the  Air Force Reserve as a Security Forces Sergeant t, while working
as an Emergency Room Nurse, and an EMT-P.  Chris returned to worked as the EMS Coordinator for
Walworth County, and became a Tactical Medic for their SWAT team. In 2003 Chris re-joined the Army
National Guard and was deployed to Iraq as a medic in support of Operation Iraqi Freedom. During his tour
he was assigned to Camp Cropper where he was responsible for the direct healthcare needs of the
infamous “Deck of Cards” including Sadam Hussein. Additional responsibilities include the care of combat
wounded soldiers and insurgents. On September 11th 2004, Chris was involved in a Vehicle Borne
Improvised Explosive Device (VBIED) attack, employing his rifle Chris engaged the driver of the VBIED
causing the premature detonation of the vehicle. The result was the near amputation of his left leg with
extensive damage to his right. Chris subsequently applied his own C.A.T. tourniquet which staunched any
bleeding. He underwent 19 operations to repair the damage which delayed his recovery and return to work
(Waukesha Memorial Hospital) for nearly 3 years. Chris was awarded the Bronze Star with “V” device as
well and the Purple Heart and Combat Action Badge. In 2008 Chris realized his calling…..His Law
enforcement brethren have been all but forgotten regarding their education and ability to render self aide
and buddy care  in those critical moments following a violent encounter which resulted in officer injury.

                Dr. Richard Tovar - Medical Director

Dr. Tovar is board certified in emergency medicine and medical toxicology. He is a
Physician and a sworn officer and tactical medic for the New Berlin (WI) SWAT
team, and a consultant to the Wisconsin Poison center. He has practiced tactical
medicine for over 15 years, and has taught all aspects of clinical forensics,
including wound ballistics, medical aspects of use of force, and forensic toxicology
issues. He is also a certified firearms and use of force instructor, and holds
working interest in clinical forensics.
                                      Steve Rabinovich - Director of Operations

Steve started his public service career in 1998.  He was part of the Emergency Response Team, and
later had the privilege of being assigned to the Bike Patrol team, as a boat patrol officer, sensitive
crimes investigator, and Mounted Unit officer.  He also held dignitary protection assignments, and
routinely works large scale special events and crowd control.  Other assignments include a Crisis
Intervention Team, and as a Certified Humane Officer.  His military career began with the U.S. Coast
Guard, where he was assigned as an NCO to a tactical boarding team, as a member and team
leader, and continued to an expeditionary force protection and anti-terrorism unit.  He then
transferred to the U.S. Army, as a Combat Medic, and later was assigned as a Flight Medic.  He has
been a member of  Fire Department, where his assignments included Firefighter, EMT/Rescue, and
the Dive Team.  He holds a Bachelor's degree from the University of WI.  Since recognizing the need,
Steve has taught Tactical EMS to Law Enforcement since 2007, and teaches within the WI Technical
College system. He works full time for a suburban metro department . Steve has also volunteered
as a Tactical Flight Officer, with the Air One, Law Enforcement Aviation Coalition.  He is currently the
TEMS Representative/Board member with the Midwest Tactical Officers Association.
                                      Brian Reynolds - Instructor

Brian started with the Milwaukee Police Department in 1982 and transferred to the
Milwaukee Fire Department in 1988.  During his time with MPD he worked in Districts
2 and 5 as a Patrol Officer.  With the MFD he's held the ranks of Firefighter,
Paramedic, Heavy Equipment Operator, Lieutenant and Captain.  He finished his last
3 years before retiring as a Captain in Special Operations.  His duties included EMS
training and setting up the Tactical EMS team.  He was the commander of, and
participated in, the operations of the MFD TEMS unit.  This unit worked in conjunction
with the MPD TEU and the FBI.  He had been an instructor for 26 years with both the
MPD and the MFD.  Presently he teaches police recruits and in-service sessions at
the Milwaukee Area Technical College.  He also presently serves as a Sergeant for
the Wisconsin State Fair Park Police, and has been a certified law enforcement officer
for over 27 years.
                         John E. Schindler - Instructor

John is a full time Critical Care Transport Paramedic with Meda-Care Ambulance in
Milwaukee. He has also worked for Elm Grove EMS as an EMT/Paramedic since 1997.
He is a PHTLS instructor, a CPR instructor for VISTA Healthcare, and has been a
member of the Board of Directors of the WI EMS Association since 2006. He is an
associate TEMS instructor with Medicor Proeliator, LLC and Waukesha Area Technical
College. He received his certification as a Wilderness EMT in 2001. John obtained his
paramedic training in 2002 from the City of Brookfield (WI) Paramedic Training Center.
He received his Critical Care Paramedic Certification from the University of
Maryland-Baltimore in 2003. He is a Nationally Registered Paramedic and is also
certified in PHTLS, ACLS, and PALS. He is certified in TEMS (SWAT medicine) and
Tactical 1 (Basic SWAT).
                               Steve Loudon - Instructor

Steve is currently the Regional Trauma Coordinator for OSF Saint Anthony Medical
Center, trauma service in Rockford Illinois. Steve has 39 years of pre-hospital
experience with volunteer services and paid professional services including 16
years as a flight nurse for Lifeline Emergency Helicopter. Steve has experience as
an ED nurse and a critical care nurse in both community and Level I trauma centers.
Prior to becoming a nurse Steve had 16 years of law enforcement experience
including SWAT training and EMS coordinator for the Walworth county sheriff
department where he was a decorated patrol deputy. Steve is also a 4 year veteran
of the Walworth County SWAT team where he functions as a tactical medic.
                          Patrick Scalise - Tactical Advisor, Instructor, Treasurer

Patrick is a sergeant with the Franklin Police Department. His primary duties are as a
Patrol supervisor.  He is also a member of the department’s SWAT team where he
serves as a Team Leader and a Sniper.  He is also a state of Wisconsin certified
Firearms Instructor for pistol, shotgun and tactical rifle.  Patrick is the department’s
Honor Guard unit leader and a Field Training Officer.  Patrick started his law
enforcement career with the Milwaukee County Sheriff’s Office in 1994.  Prior to
becoming a LEO, he served in the United States Army in the 1st Infantry Division, 2nd
Armored Division (FWD) and the 1st Armored Division, both in Germany.  Patrick served
in Operations Desert Shield and Desert Storm with 2nd AD (FWD).

       
                             R. Tony Reily - WI Training and Standards consultant

Tony has been a full time police officer serving for nearly 25 years, the last 15 years with the
Milwaukee Police Department.  Past assignments have included narcotics investigations and
gang intelligence. He is a police sergeant currently assigned to the Training Division - Recruit
Section, and is one of the department's master instructors, holding certifications in various
core curriculum and disciplines.  Tony is the master instructor of defense and arrest tactics,
1st responder and CPR/AED instructor, tactical response and active shooter instructor, and
other unified tactics.  He is also the Recruit Training Program Coordinator and Field Training
and Evaluation Program Coordinator.  Tony is an advisory board member to the Wisconsin
Training & Standards' Committee on Policing in America and is a consultant for BlueBoardIT,
an online learning platform designed for all emergency services.  Tony is a National Registry
and Wisconsin certified EMT-Basic through the Milwaukee Fire Department. Tony earned a
Bachelor's degree from John Jay College of Criminal Justice, and was born and raised in
Brooklyn. N.Y. before moving to Milwaukee in 1983.
                                  Douglas Anderson - Tactical Advisor

Doug retired from the Beloit Police Department after 23 years of service.  Throughout that time,
he has held positions as a SWAT Team Commander, violent crimes Investigator, hostage
negotiator and instructor.  He is currently certified in and teaches, EVOC, DAAT, Firearms, and
Tactics instructor for Blackhawk Technical College, and by request.  Additional topics of
expertise and instructions include Rapid Deployment , ECD, low light, chemical munitions and
diversionary devices. He has published numerous professional periodicals, and continues to
present at professional conferences.  Doug is one of the creators of the Contained Threat
Escort Tactics course.  He  is a subject matter expert in Tactical School Response and Active
Shooter training.
                                                           Gus Moulas - Instructor, K-9 topics advisor

Gus began his law enforcement career with the Elm Grove, WI police department in 1979, where he currently
serves as the Assistant Chief.  Gus is a trainer in the discipline of firearms and has received substantial
training over the years in SWAT and other critical incident tactics.  He also served 9 ½ years as the department’
s first K-9 officer and has consulted to many law enforcement agencies in starting a K-9 program.  
Additionally, he is an active part-time instructor in both criminal justice and EMS programs (clinical instructor
for all EMS levels) for Waukesha County Technical College (WCTC). He also is an instructor for BLS/CPR and
ACLS through the American Heart Association.  Gus has been a nationally registered and state licensed EMS
provider since 1979, and is currently serving as a Paramedic for Elm Grove Police and EMS.  Gus has
previous work experience as an emergency room technician at St. Joseph’s Hospital in Milwaukee,
Wisconsin.  He also teaches all across the country for WCTC in conjunction with the Department of Homeland
Security in four specialized programs designed for first responders (FIRE/EMS/Police, other aviation
stakeholders) in handling security and emergency incidents at general aviation airports.  Gus has been a
licensed pilot since 1984 and flies extensively in his Cessna 182. Gus’s formal education includes a
certificate in Police Organization and Administration from the University of Wisconsin and is a graduate of the
FBI – National Academy.  He received his initial Tactical Emergency Medical Training at WCTC in July 2010
and is a firm believer that TEMS trained (civilian EMS) personnel should be available to every law enforcement
asset in order to effectively, efficiently and safely prevent deaths by employing sound tactical measures as
developed by the DOD through the Tactical Combat Casualty Care (TCCC).
